Humberto Restrepo was born in Medellín, Colombia, one of eighteen siblings. He served six years in the United States Naval Reserve and was honorably discharged as a Third-Class Petty Officer. In 1986, he was initiated into Local Union No. 3 of the International Brotherhood of Electrical Workers (IBEW). He holds a Bachelor of Arts degree from the Harry Van Arsdale Jr. Center for Labor Studies at Empire State College and a Master of Professional Studies degree from the Cornell University School of Industrial and Labor Relations.

In 2011, Humberto was selected by Business Manager Christopher Erikson to serve as one of three Building Trades Grand Marshals for the New York City Labor Day Parade commemorating the tenth anniversary of September 11. As a journeyman electrician, he worked as a sub-foreman, foreman, and job steward, including service as shop steward at the World Trade Center from 1998 to 2001 and at Ground Zero following September 11.

Humberto has held numerous leadership and service roles within Local 3, including President of the Santiago Iglesias Educational Society, Press Secretary for the Electrical Union World, and trustee of the Jose Lopez and William Nowrocky Scholarship Funds. He has served on the 2001 Negotiations Committee, the Death Benefit Society, the Loan Committee, Local 3’s Election Board, and as Recording Secretary of the Laws and Resolutions Committee.

In 2009, Humberto joined the Joint Industry Board of the Electrical Industry as Political Affairs Liaison. From 2014 to 2022, he served as Ombudsman overseeing the scheduling of mediation and arbitration hearings for Local 3 members under the Alternative Dispute Resolution program.

​

In June 2017, he was promoted to Executive Director of the Joint Industry Board and currently serves as a Board Member and Vice President of the Harry Van Arsdale Jr. Memorial Association.

​

In June 2022, Humberto was appointed Chief Diversity Officer for the Joint Industry Board, where he oversaw compliance with non-discrimination, diversity, and inclusion provisions of the collective bargaining agreement.

​

In 2023, he was appointed to the U.S. Green Building Council’s Diversity, Equity, and Inclusion Working Group and was approved by the Joint Industry Board to serve as Chairman.

Humberto and his wife, Tamara, are the proud parents of two daughters, Angelica Maria and Alexis Victoria.
